Finance & Human Resources Manager

The Finance and Human Resources Manager supports the full range of financial duties, as well as transactional and functional HR activities for all Film Action Oregon employees. This role supports outside contractors including accountants and auditors, as well as directly supervises internal support roles in bookkeeping and administration. Film Action Oregon is a 501(c)3 nonprofit organization.
Film Action Oregon includes The Hollywood Theatre, a Portland landmark with a national reputation for award-winning film programming, innovative educational programs, and providing fiscal support for local filmmakers. We show classic and contemporary films, host live performances and special guests, and produce innovative film series like Queer Horror, B-Movie Bingo, and Kung Fu Theater - all while preserving our historic landmark theater. Film Action Oregon also runs a microcinema at Portland International Airport, which features short films by local filmmakers, and runs the iconic video store Movie Madness, working to keep its world-class archive of 80,000+ films and TV shows available and accessible to the public.
Annual budget creation and oversight.
General Accounts Receivables and Accounts Payables
Annual audit prep and liaison with auditor
Oversight of chart of accounts and overall accounting system
Month-end reconciliations, transaction reviews, prep and coordination with accountant
General tax duties including annual tax prep, W2, 1099 issues, and some tax payments
Manage all types of payments including stop, wire, online direct and other payments
Manage merchant services accounts
Manage lease agreements for storefront tenants
Payroll and Benefits Administration
Full-range payroll processing
Tracking Paid Sick Leave and Paid Vacation Time
Simple IRA set-up, making employer and employee contributions as required
Full range of benefits administration, conducting annual audits, reviewing options with brokers and coordinating yearly renewals
Ensure employee enrollment in benefit programs when eligible and during open enrollment periods
Coordinate with brokers and providers to provide training and advice for enrollment and contributions into all programs including the company’s Simple IRA
Providing services for 35 to 40 employees with assistance from outside consultant
Full-cycle onboarding for new or transitioning employees
All leave approval and tracking for any leave allowed under Oregon Family Leave Act
Time clock and time sheet tracking and corrections
Employee file maintenance
Manage and coordinate with outside consultant on maintaining the Employee Handbook and keeping company policies current and compliant
Manage grievances, complaints and accommodation requests with the support or participation of outside consultant
Manage and direct the work of the staff Full Charge Bookkeeper
Manage and direct the work of an Administrative Assistant

4+ years experience working in a bookkeeping, accounting, A/R role
Payroll and benefits management experience
Some HR duties or management experience is recommended and helpful
- Working in non-profit or similar arts organization is strongly preferred
- Serving on a board of directors, or volunteering services in a financial role for a non-profit helpful
- Interest and knowledge in film helpful
- College degree preferred
- Formal training in bookkeeping, A/R and accounting strongly preferred
- Formal training in fundamentals of human resources helpful
Meet with direct reports to understand current job duties in order to understand their skills, abilities and jobs - first 7 days
Meet one on one with members of Leadership Team to understand their job and duties and how this role interacts with theirs - first 30 days
Training in payroll systems to ensure ability to independently process and run payroll within 60 days, or the 3rd payroll cycle after start date
Independently prepare month-end financial reports - 90 days
This position is conducted onsite. Work is done in a mostly seated position 6-8 + hours per day working on a computer and talking on the phone. The private office is shared with one staff member. The company offices are located on the second floor of a building up a long staircase with no other access. This means going up and down stairs periodically during the day as needed.
